windows7，安装 python3.7.1 后 pip 安装插件报错了。Could not fetch URL https://pypi.org/simple/pip/: There was a problem confirming the ssl certificate: HTTPSConnectionPool(host='pypi.org', port=443): 百度说 TLS/SSL 证书问题，按着百度解决，也没解决了

解决办法如下：
进入命令行创建 pip 文件夹
PS C:\Users\kaiqi She> md pip

目录: C:\Users\kaiqi She

Mode LastWriteTime Length Name

d----- 2018/7/10 10:55 pip

在该文件夹下创建 pip.ini，pip.ini 配置内容如下：
[global]

index-url=http://mirrors.aliyun.com/pypi/simple/

[install]

trusted-host=mirrors.aliyun.com
还需要配置一下环境变量
%HOMEPATH%\pip\pip.ini 添加到 path 中

在用 pip 下载第三方插件即可。
